EMS offered in Panama City Beach are regulated at the most basic level by federal laws. The federal laws set minimum standards for carrying out these services, while individual state governments have laws as well, which are usually for a higher standard than the federal minimum. EMS is provided by volunteers, paramedics, doctors, surgeons and Emergency Medical Technicians (EMTs).
